- Abstract
The article explores the issue of mass incarceration in California. Topics discussed include the decline in the prison population in the state as noted in the Sentencing Project report, the inadequacy of the prison health system as determined by a panel of federal judges, and the resulting passage of the Realignment bill that saw counties deal with low-level and non-violent felons. The state's rejection of a sentencing commission and an early release program for older felons is mentioned.
