- Abstract
The article presents information on Puerto Rico and the U.S. Congress. It says that the country came under sovereignty of the U.S. in 1898. It adds that the Foraker Act of 1900 ordered a civil government to replace military rule, establish the conditions for relations between local and federal governments, and gave an elected, non-voting delegate, a resident commissioner, to the U.S. Congress, up to this day.
