- Abstract
The article analyzes state governance from the point of view of the U.S. federal Guarantee Clause regulation. It describes democracy in California as one that suffered death by a thousand cuts because of the decreasing authority of its elected officials in decision-making due to the state's constitution which allows direct participation of voters in amending laws through the process of initiative. It suggests how the Guarantee Clause could become a tool for reforming state governments since it regulates direct democracy and judicial elections.
