The Impact of the Industrial Countries' Tariff Structure on their Imports of Manufactures from Less Developed Areas: A Reply.

- Abstract
In their Comment,[2] Professors Leith and Reuber allege that the estimates reported in my paper[3] "greatly exaggerate" the possible effects of the elimination of tariffs by industrial nations on their imports of manufactured goods from less developed countries. They express a preference for Reuber's earlier estimate[4] which I considered to be overly low, and claim that it "is not an under-statement but probably an over- statement".[5] <BR> In the following, I will show that the authors' contention regarding Reuber's estimate reflects a misapprehension of the assumptions underlying his calculations. I will also show that their criticism of my estimates is predicated on questionable assumptions concerning the elasticities I have employed. At any rate, the authors' pessimistic conclusions as to the gains less developed countries (henceforth "LDCs") may derive from tariff reductions do not hold even if their formulation were accepted.
