- Abstract
The article focuses on the influence of tax incentives offered by state and local governments on runaway productions in the U.S. It notes the artificial economic runaway category of production runaway which is described as films that are shot abroad due to artificial and legislatively created incentives such as low labor costs. The author further highlights the economic importance of the motion picture industry and trade actions that examine film subsidies under international trade agreements.
