- Abstract
An overlay district, while not changing the base zoning code (often too politically unfeasible) would allow for more density, sidewalks, and mixed-use development as well as eliminating environmental hazards. When the zoning codes cease to serve the communities that live in and move through a space, and when local political entities are loathe to change the codes, overlay districts are a way to solve problems. Importantly, however, he made changes where he could - he couldn't change the zoning for his present built environment, but created an overlay district out of kindness, generosity, and humility.
