The article focuses on the effect of electronic books on publishers, libraries and the first sale doctrine. It discusses the role of first sale doctrine in library lending before the emergence of digital media and its subsequent erosion through digital licensing. It demands the U.S. Congress to preserve the application of the first sale doctrine in publisher-library transactions to ensure continued public access to information and safeguarding the future of publishers.
