- Abstract
Populated by ghosts, the Utrillo Tower, located on the edge of the towns of Clichy-sous-Bois and Montfermeil, is also a ghost of urban policies. Its destiny crystallizes the history of the neighborhood and the way in which ghosts influence or justify public and private interventions. Some of these ghosts have left their mark on planning documents (abandoned infrastructure projects). Others made short, but noticed, visits. The latter have had a tragic fate (two dead teenagers) and haunt actors who act on their behalf. This article looks back at the history of the Utrillo Tower and its ghosts, as a metonymy of fantasies and practices of public policies in popular neighborhoods. It reveals how ghosts of various kinds act on the territory and make the actors act. Through a subjective writing experience, he gives voice to these ghosts, opening the door to other interpretations of the evolution of the neighborhood.
