- Abstract
Traditionally and constitutionally, the central administration in Turkey has enjoyed "general power", whereas local authorities have been empowered to carry out duties specifically allocated to them. The legislative reform process in Turkey in the area of public administration in the recent years has tried to reverse this situation by limiting and detailing the duties of the central administration and giving the local authorities "general power" to provide all common public services of a local nature not entrusted to the central administration. The nature and the reasons for these reforms in the Turkish public administration system are investigated and searched in this study.
