But it is a large step from these specific cases to the claim that we are all involved in "refugee production" everywhere, in such a way that failure on the part of any one state to participate in refugee protection would undermine its political legitimacy. Owen begins with Andrew Shacknove's widely cited attempt to stretch the Geneva Convention definition by dropping the requirements that the refugee must be somebody who has already left his own state, and moreover has left because of actual or threatened persecution. In this short book, David Owen has brought together and developed his influential philosophical work on refugees.
