- Abstract
An essay is presented that discusses the significance and implications of the declaration in France of the right to have access to the internet. Looking at the issue in the context of Latin America, the author analyzes questions of access and availability, personal expression, and state regulation. The author acknowledges the importance of internet access as a tool for social, political, and economic participation but recognizes the economic and political realities in Latin America.
