- Abstract
The article discusses the study on the contradiction of Free Basic Water (FBW) and cost recovery in the municipality of Graboux in South Africa. The Department of Water Affairs and Forestry has implemented cost-recovery policies that require consumers to pay in full the costs of their consumption of water. Thus the FBW policy has been created in response to the needs and poor households. This study provides a demonstration of household and municipal struggles with extensive debt and arrears.
