- Abstract
The article probes the progress of community-based policing in the U.S. and Netherlands. It highlights the historical view of the factors that brought about the changes in American policing that resulted in the new concept of community policing. It offers information on community policing and problem-oriented policing which are two overlapping philosophies that gained credibility in the U.S. It reveals that without open lines of communication and support of the community where the police are assigned to serve, community policing will fail despite its best efforts and the strained relationship of many minorities with the police further complicates the problem.
