- Abstract
The article focuses on the legislation and programs for the training of personnel for education of children with disabilities in the United States. The Public Law 85-926 made possible grants to universities and colleges for training leadership personnel in mental retardation. It also authorized grants to state education agencies for training teachers of the mentally retarded. The P.L. 88-164 defined who were included in the category of people with disabilities. Laws were also made for the appropriation of funds for the care of the handicapped. Several programs for personnel training were also started through the years.
