The article reports on the comparison of promises and actions of Brazil and the U.S. in relation to climate change regulation. It notes that the U.S. President Barack Obama and its administration have been very disappointing in providing solution as the world's single greatest emitter of carbon dioxide. IT cites that Brazilian President Luis Inácio Lula da Silva has been lauded for his principle of common but differentiated responsibilities.
