- Title
Early Childhood in Public Education: Managing Change in a Changing Field.
- Authors
Rust, Frances O'Connell
- Abstract
This article describes the introduction of an all-day kindergarten program in a small suburban school district. The change process is examined specifically for its implications for adoption and implementation of early childhood programs in other school systems. Increasingly, school systems around the U.S. are considering the adoption of early childhood programs. These range from all-day kindergarten to day care and include programs for four-year-olds, teen parent centers with care for young children, infant and toddler programs, and other services for preschoolers and their families. Whether such programs should come under the purview of school districts is immaterial in this movement. The fact is that it is happening and it has startling implications for the field of early childhood. Policy, leadership, professional preparation, licensing, curriculum, services--all are and will continue to be affected. Early childhood educators need to be concerned about the management of change in their field, for a time of change is upon them.
