- Abstract
An essay is presented which calls on for an institutional reform involving the Office of Legal Counsel (OLC) in the U.S. It discusses the controversies and abuses of the OLC during the administration of President George Bush such as the sanctions of military forces' torture and politicization of the recruitment of the Department of Justice. It suggests the change on the proportion of political appointees at deputy level and promotion of less partisanship among nominally career OLC staffs.
