- Abstract
The article reports on the American Coatings Association's (ACA) submission of comments to the U.S. Ozone Transport Commission (OTC) on the proposed Consumer Products Model Paint Thinner and Multipurpose Solvents rule. It notes that OTC's proposed rule reflects that of the California Air Resources Board (CARB) rule to reduce volatile organic compound (VOC) emissions. ACA raises some concerns over CARB's 2012 Technology Review for its 3% limit VOC and the problematic compliance dates in the rule.
