- Abstract
By its design and implementation, the conditional cash transfer programs (CCT) face a number of risks that may limit the citizenship building of these policies. Using the case of Progresa / Oportunidades program in Mexico, we analized two major risks: synecdoche risks (to confuse a program to fight poverty with all the social policy) and asymmetry of power risk (increase, rather than reduce abuses of power at local level). The results show that the hegemony of targeting, the political fragility and lack of a coordinated social policy reinforces the centrality of the Oportunidades Program in the fight against poverty, unable to avoid completely the risks it faces, generating significant deficits in citizenship construction, both in the exercise and protection of social rights.
