- Abstract
The article analyzes the social protection capacity of the Argentinean social security system in the first few years of the 21st century; such capacity involves the qualitative and quantitative limits of fulfilling the needs achieved by different kinds of services defined within this area of policies. The political-cultural contents produced throughout these processes are also raised, by reviewing the meanings that are fixed for terms such as "rights", "solidarity" or "State role" and emphasizing the analysis of the retirement system (retirement and pensions) and family support (family benefits). By focusing on the initial decade of this century it is the intention to unravel some of the most significant elements of what is considered as a "transition" in social policies. It is argued that Argentina experiences a redirection of its State's policies, which represent counter-reforms of the ones established during the previous decade.
