- Abstract
The article argues that rather than delegating the responsibility to the states, the U.S. federal government is best positioned to mandate reducing nonpoint source pollution. Topics covered include the water regulatory regime the Environmental Protection Agency (EPA) and Arizona has imposed, the present state of water quality control, and the nuisance and state-centered approaches that can reduce storm water pollution.
