Information on the British Veterinary Association (BVA) Congress held in Cardiff on September 26, 2010 is presented. The congress discusses the proposal of the Department for Environment, Food, and Rural Affairs (Defra) to separate animal health policy from animal welfare policy. Responsibility and cost sharing (RCS) programme manager Gavin Ross notes that the ministers view on the spread and depth of public engagement on animal welfare through welfare decisions to Parliament.
