- Abstract
The article discusses foreign investment in the U.S., American national security, and executive authority in the country in the wake of several rulings by the U.S. Court of Appeals for the District of Columbia Circuit in the case Ralls Corp. v. Committee on Foreign Investment in the United States (CFIUS) which deals with a decision by American President Barack Obama's administration to block the sale of four Oregon wind farms to the Chinese wind turbine firm Ralls Corp.
