The article analyzes the issue of secondary liability in the U.S. securities litigation. It focuses on the judgment in the U.S. Supreme Court case Central Bank of Denver v. First Interstate Bank of Denver, and discusses the U.S. financial regulation system in a period of the U.S. Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). It emphasizes on congressional action to form a private right of action against aiders and abettors to securities fraud violations
