- Abstract
The article discusses the legislative and political process which led to the passage of the U.S. Lord's Resistance Army (LRA) Disarmament and Northern Uganda Recovery Act of 2009. Details on the role of the non-governmental organization (NGO) Invisible Children in placing political pressure on legislators regarding the LRA are presented. According to the author, the identification of LRA leader Joseph Kony as a terrorist and the nonpartisan nature of the humanitarian issues raised by the act allowed for its bipartisan support. It is suggested that the success of the legislation, which resulted in the deployment of 100 American troops, was largely specific to the situation and that it will not serve as a model for future humanitarian deployments.
