- Abstract
Social policy is a discipline which is the product of the industrial revolution. With the industrial revolution, mechanized production age has begun. The production scale has grown with the inclusion of the machine into the production. The new means of production and new production relations have shaped the structure of a society of workers and capital (bourgeoisie) and brought about economic growth, however this increased prosperity has not been widespread. As a result, class contradictions have occurred. The economy which has been dominated of liberal tought has caused social problems. In order to solve the problems of workers which have western societies in the 19 th century affected and caused class struggles, social policy tought has begun to develop. Professor Kessler defines; "social policy is a policy to keep and maintain the state and legal order against the movements, contradictions and struggles of the social classes". Social policy has broadened the narrow-minded view that focuses on post-1945 workers' problems and has become a social policy. Social policy has national and international tools. The ILO, one of the international tools, was established with the signing of the peace treaty of Versailles in 1919 after the first world war. The objects of the ILO has been to produce contracts which aim to standardize the working conditions worldwide. The ILO has focused on organizing emerging individual working relations. In the first years, there is a narrow social policy approach. After 1945, social policy has broadened the narrow point of wiew which focused on workers problems and it has become a society policy. The ILO broadened his viewpoint toward collective labor relations and social security. After 1980, the dominated of new liberal (neo-liberal) thought in the globalized world and the economy has created new social problems and has also deepened some of those. The ILO's effort to produce a rule of social justice for world since foundation has been violated in the process of globalization. Morever, in the 21st century, it seems that new social problems have emerged. In this work, we will search for answers to the question that how ILO produces policies as a tool of social policy in the globalization process.
