Disparities in Assisted Living: Does It Meet the HCBS Test?

- Abstract
Assisted living settings go by a variety of names within and across states, and collectively account for much HCBS for elders. Some assisted living offers privacy and independence, and truly merits being considered an HCBS setting, whereas others may be institutional in nature. This article explores the extent to which assisted living of the type most desired by consumers is available to older people of low income, older people of color, and older people in rural areas. It explores the questions of whether assisted living itself has become a service for more affluent elders-while others use nursing homes-and whether within the assisted living industry there are disparities for who gets access to the types of assisted living environments that offer independence and the amenities of home.
