- Abstract
The article discusses several engineering-related legal exceptions to the U.S. National Historic Preservation Act (NHPA) of 1966, and it mentions the author's claim that the U.S. Army Corps of Engineers' section 106 regulations are invalid since they limit the scope of historic and cultural resource analysis under the NHPA and they conflict with the NHPA's recognition of traditional cultural properties. Tribal consultation laws and the legal rights of American Indian tribes are examined.
