- Abstract
The concept of financial inclusion has become one of the top priorities in the policy makers' agenda recently. Advanced countries, including G-20 as well as the less developed countries take more precautious action in order to promote financial inclusion. The wide scope involved in the definition of financial inclusion adds up to the complexities concerning proper measurement of the level of financial inclusion. In this regard, the paper focuses solely on insurance sector and tries to assess the level of insurance inclusion in Turkey. Various indicators of insurance accessibility and usage are evaluated in an integral framework and an insurance inclusion index is calculated for the insurance market in Turkey. The insurance inclusion index developed for Turkey is calculated to be 0,33 which indicates a lower than medium insurance inclusion level. The paper concludes with city-wise comparisons and policy advice on promoting insurance inclusion in Turkey.
