The article discusses the proposed mechanism to fight piracy in international waters in the 21st century. Topics include the legal challenges faced by authorities in arresting pirates, the reasons why the North Atlantic Treaty Organization (NATO) failed to arrest pirates, the success by the United Nations, U.S. and European countries in fighting piracy in Somalia, and the proposed international force with a common command structure to fight piracy.
