- Abstract
The article focuses on proposing an amendment to the Foreign Sovereign Immunities Act (FSIA) to enhance accountability for states that violate peremptory norms of international law. It argues that the current "expropriation exception" within the FSIA is insufficient for addressing violations that include acts like genocide. It highlights the need for legislative change to enable victims of such severe violations to claim justice and recover stolen property through U.S. courts.
