THE ARMY WAY: Strategic Challenges in the Adaptive Acquisition Framework.
- Authors
BOLNER, BRENT L.
- Abstract
The Army Futures Command (AFC) has implemented the Urgent Capability Acquisition (UCA) and Middle Tier Acquisition (MTA) pathways to expedite the delivery of materiel and services to Warfighters. The AFC faces challenges in these pathways, including reliability and cost analyses, obsolescence in rapid prototypes, and supply chain risks such as counterfeit parts and materials. The article introduces the Readiness-Based Engineering Analysis (REA) as a tool to mitigate these risks and emphasizes the importance of managing supply chain risks for military effectiveness, personnel safety, and national security. Strategies for identifying, assessing, and mitigating threats and vulnerabilities are provided, along with the use of plant DNA to brand electronic parts as a countermeasure against counterfeiting. The article concludes by highlighting the need for executive leadership and best practices to address these supply chain challenges.
