- Abstract
The present article analyzes how the Apprenticeship Law (Brazilian Federal Law 10.097/2000) was applied in the period from 2009 to 2019, based on statistical summaries published in the Annual Report on Social Information (RAIS) of the country's Ministry for Labor and Employment. The objective is to investigate the appropriation of this legal mechanism by different economic sectors. Being of applied, descriptive and predominantly quantitative nature, the analysis starts from a widely debated scenario - the chronic and structural difficulties faced by young Brazilians to enter the job market while sustaining their permanence in school. In general terms, the potential for absorbing young labor as defined in the aforementioned legislation has not yet been sufficiently fulfilled by the Brazilian economy as a whole. While legal provision sets a limit of 15%, young workers account for no more than 3% of the work force subject to the consolidated Brazilian labor laws. This becomes particularly relevant in a context of economic crisis triggered by the Covid-19 pandemic and the consequent need for promoting employment and income distribution. For young workers, this can be achieved through measures designed to mitigate school dropout and its medium and long-term effects. Among other explanatory hypotheses are the insufficient enforcement, he absence of stimulus policies for companies and the absence of apprentice retention instruments.
