The article examines the significant impact of urbanism and environmentalism on the need to build more affordable housing quickly in Minnesota and California. Topics include the limits of municipalities acting alone to address affordable housing as a result of the tension between urbanism and environmentalism, why coordination with state legislatures is needed as environmental laws can delay or prohibit building more housing, and a background on the 2040 plan passed in Minneapolis in 2019.
