- Abstract
Once the public sphere is beyond what is conventionally characterized as such, the publicization of the actions that occur in this environment should follow the same levels. It is necessary build and develops spaces for dialogue so that discussions permeate different levels of participation seeking to validate the best argument after the innumerable debates. However, in cases of Brazilian environmental public policies, grounded often in subjective criteria decision-making, it can be said that this logic prevails? In the objective of seeking evidence to try to answer these questions was held field research based on interviews with municipal managers and documentary research based on the National Policy on Solid Waste. The main results point out the weakness of the institutional spaces of dialogue since it participation is instrumental and summarized to local initiatives, making necessary the creation of more affordable possibilities to the true promotion of public debate.
