- Abstract
The bioenergy sector sucroenergetico is one of the most important renewable energy segments of the country, studies indicate that this industry is capable of delivering up to 111 TWh / year, in addition to overall 150 times more jobs per unit of energy than oil. However, this industry has experienced difficulties in expanding and increasing employment, income and mitigation of greenhouse gases due to a series of interventionist economic policies, regulatory changes, institutional incipience and changes in the rainfall regime. In this sense, given the superlativity of this sector, a study on the challenges of expanding this segment in Brazil is justified by the following problematic: what are the challenges of bioenergy bioelectricity in the current situation of the national electricity market? Therefore, the objective of this article is to point out the challenges of the present industry in the current market situation, both in the free environment and in the regulated environment. In order to do so, the method used was the survey of the main scientific bases of the country, journalistic articles related to the sector, as well as two semi-structured interviews: the president of a large electric retail company and the bioelectricity manager of the largest representative organization of the Brazilian sugar and bioethanol sector. The results found in the bibliography review are in agreement with the interviewee, demonstrating the need to publish Technical Note 05/2017, price predictability, specific policies for the sugar-energy sector, accounting for the socioenvironmental externalities of biomass, elimination of taxes and subsidies that penalize consumers. Therefore, a comprehensive review of the operating modes of the national electricity market is necessary.
