- Abstract
The article contains a theoretical review that examines the local social management and social challenge that local managers (mayors) have towards the community and participation strategies and the articulation of public policies, implementation of the Code of Good Government in the search for a universal ethic that is the fruit of a consensus on the principles and core values of global coexistence, contributing to socially dignifying public service and allow their staff members, authorities and efficient management. In this sense, it addresses the social management from the perspective of Latin America in relation to the Venezuelan case, its legal framework, plus the emphasis on ethics for participation and targeting of social programs and the promotion and initiation of appropriate channels for participation. It can be concluded that the ethical challenges for participation, local social managers should be guided by the principles and values set out in the Code of Good Government, allowing them to articulate and achieve the balance of its various dimensions: personal, institutional, and social.
