Overall, this is a rich and welcome contribution to the literature and a must-read for historians interested in furthering their understanding of the often-complex relationship between the post-Tanzimat Ottoman state and certain Arab Bedouin tribes. In the first chapter, Çiçek demonstrates that the early efforts by the Tanzimat-era state to expel the tribes from imperial lands in an effort to eliminate the "nomadic question" had little long-term success. For example, ch. 5 focuses on the disastrous consequences that came about when the Ottoman state ignored the tribes' demands in Mosul.
