The article discusses amendments to the Equal Employment Opportunity Commission (EEOC) compliance manual through section 553(B) of the Administrative Procedure Act (APA) to ensure protection of volunteer working in organizations of the U.S. Topics discussed include provisions of the Title VII of the Civil Rights Act; decisions of the Supreme Court in Clackamas Gastroenterology Associates P. C. v. Wells, Community for Creative Non-Violence v. Reid and in American Tobacco Co. v. Patterson.
