- Title
The Transformation Of Criminal Alien Identification.
- Authors
Rapp, Marc
- Abstract
The article discusses the new methods used by the Immigration and Customs Enforcement (ICE) to identify and remove criminal aliens in the U.S. According to the author, ICE has modernized criminal alien identification by initiatives such as the Secure Communities strategy which uses a federal biometric information sharing capacity. It also notes that this sharing capacity allows ICE to identify criminal aliens more quickly using biometrics including fingerprints checked in the criminal records of the Federal Bureau of Investigation (FBI) and immigration records of the Department of Homeland Security (DHS). The author also comments that this type of interoperability benefits law enforcement because it is accurate, it focuses on criminal aliens and it lessens the risk of racial profiling.
