- Abstract
After the establishment of the Nanjing National Government in 1927, the teacher retirement system was gradually implemented in China, but it was only confined to several southeastern provinces. After the outbreak of the war of total resistance against Japanese aggression, the Nanjing National Government was struggling to cope with the war, and the implementation of the teacher retirement system was stalled for a time. Coupled with the inflation and soaring prices during the war, the retired teachers' life became increasingly poor, and calls for the reform of the teacher retirement system continued to emerge. In 1944, the Nanjing National Government promoted the reform of the teacher retirement system, improved the types of pensions, changed the calculation rules of pension, increased pension benefits, and for the first time, proposed the policy of "obligatory retirement" for teachers. The reform conformed to the development trend of the world retirement system brought profund historical impact. In the late period of the war of resistance against Japanese aggression, the teacher retirement system had been implemented in more than half of the provinces in China. Through the political coercive force and economic attraction of the teacher retirement system, the Nanjing National Government praised and supported the teachers with national integrity, and also consolidated the teachers' dentification and attachment to the regime.
