- Abstract
The article discusses the "Six Lives Progress Report," issued by Great Britain Department of Health (DH). The report focused on how the National Health Service (NHS) treat people with learning disabilities. Mencap chief Mark Goldring claimed that the report noted hospital blunders, poorly trained staff and indifference. According to the author, the report revealed the concern of strategic health authorities (SHA) over safeguarding and consent issues.
