- Abstract
The article focuses on a note on the revival of federal reserve discount policy. Although little amounts of extra reserves have been reported, member banks have begun to do the pre Great Depression practice of borrowing at federal reserve banks. This trend has made an opportunity for discount policy to once again be a major central bank tool, and the Federal Rerserve officials have chosen to take advantage of the opportunity. An important point in Federal Reserve policy is that the amount of member-bank borrowing is a big factor in determining the money market condition.
