- Abstract
The article addresses the paradox between evaluation of regional programs and regional cohesion in The EU: while managerial practice of evaluation increases, no signs on the reduction of regional disparities. If it is possible to measure the results of regional cohesion, why, then, the measurement does not detect it? Either we go the wrong direction with the EU Cohesion policy, or we apply wrong measurement? Meanwhile we turn to the wrong measurement discourse: because what we measure and what we find, depends on the methodology we apply in evaluating regional programs. This is the view that has been accepted widely, at least in the public administration discourses. We attempt to expand the view while experimenting with the narrative theory. Based on the dispositive analysis our investigation pays attention to a specific text and context, reveals some general grounds of discursive social reality. The article consists of five sections, which illustrate the dispositive steps of looking for the forgotten senses and meanings related to the notion of evaluating regional programs.
