- Abstract
The article discusses issues regarding the regulatory aspects of renewable portfolio standards (RPSs) in the U.S. It states that there are confusions on various aspects such as the roles of the federal government in the clean energy industry, the markets for renewable energy and the implementation of the guidelines on how to ensure energy efficiency use. The article also discusses the goals and design of RPSs, the definition of regulatory race for RPSs, and the measure and proof of this type of race in many areas in the country.
