- Abstract
The intercultural opening of municipal administration is gaining importance due to increased migration movements and demographic change. A study in the field of personnel management of medium-sized and large cities in Baden-Württemberg, Bavaria, Rhineland-Palatinate, and Saarland examined the level of implementation, obstacles, and success factors. The results showed a low level of implementation, especially in operational management. Lack of impulses from the top management was identified as the biggest obstacle. There are significant differences in the individual areas, with operational management showing a low level of implementation. There are only a few municipalities that have a responsible organizational structure for intercultural opening. Overall, there is still a need for catch-up in the areas of personnel demand coverage and personnel development. The study identifies obstacles such as lack of impulses from the top management, lack of personnel, and lack of sensitivity to the topic. Success factors are seen in committed top management, sufficient personnel resources, and an awareness of the advantages of intercultural opening. A correlation between the population size of the city municipality, the proportion of foreigners and people with a migration background, and the level of implementation of intercultural opening is also observed. The results show that there is still a great need for action for an intercultural opening of municipal administration.
