The article examines government exploitation of economic precarity within impoverished communities by using witness benefits to extract false testimony. Topics discussed are expert and non-expert types of witnesses and their incentives for testifying, impact of false witness identifications or testimony on wrongful convictions, state complicity and responsibility in wrongful convictions, and recommendations for reform to mitigate the impact of witness benefits.
