- Abstract
The article discusses the case Blount v. Philadelphia Parking Authority (PPA), which centers on the issue of original jurisdiction of the PPA with regards to taxi and limousine operators in Pennsylvania. A background on the original jurisdiction of the Commonwealth Court of Pennsylvania is given. A similar case, James Gory Mechanical Contracting Inc. v. Philadelphia Housing Authority, is also examined. The author points out the failure of the court to validate the amount of control the Commonwealth had over the PPA.
