- Abstract
Total Quality Management (TQM) clearly has a role in device reliability. The U.S. Air Force Rome Air Development Center (RADC) is already planning a change in integrated circuit qualification procedures wherein the manufacturer's process will be qualified rather than the individual devices produced under the process. Proposed MIL-I-38535, `General Specification for Manufacturing Integrated Circuits', is expected to be dated September 1989. It will drastically reduce the overhead of both the Government and the manufacturer in qualifying parts for military use. A tenet of TQM is the constant improvement of the process, based on feedback from experience with the product.
