- Abstract
The article analyzes the influence of the doctor Luis López de Mesa on the sanitary and eugenic movement in Colombia during the 19th and 20th centuries. López de Mesa proposed biopolitical and eugenic solutions to modernize the Colombian state and develop a functional population in line with the economic logics of global capitalism. The concept of "incomplete mestizaje" formulated by López de Mesa influenced nationalist discourse and policies of modernization and population governance in the region. The book "Incomplete Mestizaje" by Solodkow updates the history of racial debates in Latin America, focusing on eugenic discourses in Colombia and their influence on 20th-century public policies, as well as racial ideas in discourses on immigration and foreigners. During the 1920s and 1930s, the Colombian state adopted an interventionist role to improve the population through eugenics, proposing strict immigration laws and excluding certain groups of foreigners. The book contributes to the eugenic debate in the region and allows for reflection on current racial and political fears in Colombia.
